How does the council decide what care support to provide?

The council uses two processes to decide on support. First, a care needs assessment to establish what help is required. Second, a financial assessment to determine how much the person contributes. If eligible needs are identified and the person meets the financial threshold, the council arranges and funds care. They set out the agreed support in a care plan and may offer a personal budget — a sum of money the person can direct towards services of their choice. Councils have a legal duty under the Care Act 2014 to meet eligible needs.

If you disagree with the council's decision on eligibility or the level of support offered, you have the right to ask for a formal review of both assessments.
